Ich habe auch alles angeboten, was man anbieten kann und meine Studentenzahlen sind rückläufig. Ich hatte zwischendurch mal einen kurzen "Run" aber ich weiß nicht warum. Das war dann aber schnell vorbei.
Die Punkte sind alle erfüllt aber trotzdem will keiner studieren.

I stumbled across this thread today when I was trying to figure out what's up with my campus and it was extremely helpful. Although this is an old thread I figured I'd share and add something else I found that helped me (#3 below).
3 key takeaways from this thread were:
1) Delete any existing Universities/Colleges you have. Check more than once to make sure they're all gone.
2) Check your education - Elementary & High School specifically. Make sure you have enough capacity for everyone to get through schooling. Look for buildings that aren't red and put the elementary or high school near them so they have an easier time to get to school.
3) **The one I learned today** Set the citywide policies for "Education Boost" and "Educational Blimp"!! I was teetering around 1600 students but needed 1800+ to get my university completely leveled up and I'd completed 1 & 2 above about 2 years ago and still couldn't get it above 1600. I set these 2 policies and shazaam, goal met!
